Changes are done to use common config options such as neutron and keystone related parameters, to be used from common kuryr lib and removed from kuryr-libnetwork config file. Registration of lib config options is done in kuryr-libnetwork. Change-Id: I22dc103420031eb6328cba8ae7374369808cfa4e Closes-bug: #1609276
