This was agreed with active devs of the project and raised on the mailing list [1]. From now on, we can merge patches with only a single +2 vote in Gerrit. [1] http://lists.openstack.org/pipermail/openstack-discuss/2020-June/015440.html Change-Id: I0b631401cdb9a293a4eaeda6c7d9e0d41cb01cee

If you would like to contribute to the development of OpenStack, you must
follow the steps in this page:
https://docs.openstack.org/infra/manual/developers.html
If you already have a good understanding of how the system works and your
OpenStack accounts are set up, you can skip to the development workflow
section of this documentation to learn how changes to OpenStack should be
submitted for review via the Gerrit tool:
https://docs.openstack.org/infra/manual/developers.html#development-workflow
Please note that the team is currently pretty small, so we decided to adopt a
policy of a single +2 in Gerrit required to merge the patches.
Pull requests submitted through GitHub will be ignored.
Bugs should be filed on Launchpad, not GitHub:
