Cleanup unused files
The install_venv.py and with_venv.sh are unused and unmaintained. Since they are removed from other sub-projects of mistral also, this patch cleans up these scripts from mistral-dashboard as well. Change-Id: I8a8775d02a56440c8815f36f010a2ab44905ae7a
