Since there are so many components in openstack,
by describing the URL info in the configuration file,
it is more convenient to find the developer documentation than
from the unified portal.

Remove old and unused constraints environments from tox.ini. Those
have never been used. Use standard environments as default list.
Enable use of constraints for all tox based jobs.

This patch renames the mistral directory to mistral_lib to ensure
an action would not hit a namespace issue when attempting to import.
e.g. "from mistral import context".
