Dongcan Ye 5e93b5163f Fix functional gate failure

This patch adds BUILD_OVS_FROM_SOURCE ENV in
gate_hook override the Neutron default.

This package contains the code for the Neutron VPN as a Service (VPNaaS) service. This includes third-party drivers. This package requires Neutron to run.
