Rodolfo Alonso Hernandez add6408f4a [stable-only] Remove all TripleO CI jobs

This patch is removing all the TripleO CI jobs.

The "neutron-ovn-tripleo-ci-centos-9-containers-multinode" job is
currently failing in the TripleO installation phase since 2023-12-20.
