neutron-lib contains a number of the plugin related constants from neutron.plugins.common.constants. This patch consumes those constants from neutron-lib and removes them from neutron. In addition the notion of the dummy plugin service type is moved strictly into the test package of neutron since it's not a real service plugin. This is a ML2 mechanism driver used by UTs in test_l2population.

This driver implements minimum requirements for L2pop mech driver.

As there are some agent-based mechanism drivers and OVS agent

mech driver is not the only one to support L2pop, it is useful to

test L2pop with multiple drivers like this to check the minimum

requirements.

of writing this. There's no need to keep this synced with the "real"
