Remove now invalid cells v1 comments from conductor code
The build_instances method had a couple of comments about cases where we used to be able to reach code when using cells v1 but since cells v1 is gone those comments are no longer valid and removed here. Change-Id: I702dbdbbb77811f8b0bd33af4ca2091aa54ff51c
