Remove openstack/common/versionutils module
Since versionutils has graduated, switch to the is_compatible in oslo_utils.versionutils.py Depends-On: I1c8fbe857fa7d30d7c74cd7b0e187cc9a2305882 Change-Id: Id0e483c662231f678bddff7ddf77cdb0b0e1a5db
