Add repoducer test for bug 2074219

This change adds a functional repoducer demonstrating that we cannot detach volumes form an instance with a vgpu. Related-Bug: #2074219 Change-Id: I02c72658a134822aec0cabd7175ae3306e1a84d7 (cherry picked from commit 7941533107)
