Ghanshyam Mann 36efe194fe Switch tempest-slow to be run on python 3 ...

This patch switches tempest-slow to new
tempest-slow-py3 job.

For coverage of tempest-slow tests on py2,
Tempest check pipeline will continue running
this job on check pipeline. As this tempest-slow
job is not from integrated gate template, it is
ok to run only py3 job on project side.
