Continues the refactoring of the AllocationCandidates._get_by_filters() mega-method by pulling two code sections out of _get_by_filters() that built up a dict of provider summary dict information as well as constructed the list of ProviderSummary objects that is returned from _get_by_filters(). A new module-level function _build_provider_summaries() now performs the construction of ProviderSummary objects from a list of supplied usage dicts.
