Jesse Pretorius dde8effbd0 Make the release file options more configurable

Downstream deployers may want not to deploy the
/etc/openstack-release file, or to customise the
contents.

This patch makes the file drop optional, but also
makes the contents more configurable.

OpenStack-Ansible openstack_hosts

Role for basic setup and configuration of a host machine for use within OpenStack. This role tunes a host to receive OpenStack. The basic operations within the role install, set up, and tune specific kernel options that all OpenStack hosts need to perform nominally.
