Update the URL to the upper-constraints file to point to the redirect rule on releases.openstack.org so that anyone working on this branch will switch to the correct upper-constraints list automatically when the requirements repository branches. Until the requirements repository has as stable/ussuri branch, tests will continue to use the upper-constraints list on master. Change-Id: Iddb56f82d6a3be40d9871f72079d88e157d5d891

Galaxy roles
OpenStack Ansible backup
This role will perform backups for OpenStack-Ansible deployments and it needs to run on the deploy node. It will backup data on container and then synchronize backup files to the deploy node.
