federation: ensure cloud credentials are found on utility host
During upgrade, we found that these tasks were asking for an auth_url, indicating the credentials could not be found. Fixing these tasks to match the ones above resolved this issue. Change-Id: Icfcc1ccf7970853f480a922c40a8e0f5b7bbe4f2
