According to the keystone documentation [1], there is no need to define cache directives in keystone.conf, as long as the global caching directive is enabled (all the components are caching by default). OpenStack-Ansible keystone
Ansible role that installs and configures OpenStack Keystone. Keystone is installed behind the Apache webserver listening on port 5000 and port 35357 by default.
