Jean-Philippe Evrard c5dcd038c7 Overriding default tempest timeouts ...

Since SPECTRE/MELTDOWN we have lots of tempest timeouts in
our container builds.

This tries to mitigate the effects by increasing the default
delays. Defaults are now doubled.
