Improve healthchecks
To help deployers with openstack ansible, we add these playbooks on the deploy guide path. It makes it easier for everyone to know the cause for failures: the common one would be caught and documented. Change-Id: Ia7cb6327dc887c859404930e238bd5462e2bbc72
