Ensure bash completions directory is present
This is not present by default on debian/ubuntu and was only created as a side effect of installing other packages (such as git). Cleaning up these package installs makes creation of the bash completions fail as the destination directory is absent. Change-Id: I945d117cc2b1545b31efc921188950b1dd9fe509
