Deploy horizon by default with metal AIO scenarios
For a long time this was not possible because of conflicting use of port 443 by the horizon backend and haproxy, but this has been subsequently fixed. Thanks to nixbuilder on IRC for validating this in a metal AIO deployment. Closes-Bug: #2059865 Change-Id: Icd88209b2b98201672a08d66a6b6edbec972b26e
