Update tempest config for current master

* Removes some deprecated options
* Removes some options where we set the default
* Removes compute-admin options in favor of the corresponding
  options in the identity section.
* Moves oslo-concurrency options to their own section
* Removes orchestration/build_timeout where upstream build_timeout is
  1200 but we had set 900.
