Add release file prep script
This script helps prepare the content to add to the release deliverables file in the releases repo [1]. The content is based on the current ansible-role-requirements.yml file. [1] https://github.com/openstack/releases Change-Id: I890ef83780c6a5824c576b266e45410cbe5df928
