This PR removes LXC templates that are no longer used in any context. The templates were holdovers from when the upstream Ubuntu template did not support additional packages in containers by default. The issues within the default template have been removed and we should change to using the default Ubuntu template immediately. This template change should be backported to all applicable branches. which would include both Icehouse and Juno. Closes-Bug: #1437063 Change-Id: I4cece0fcfc1c3badb246726b7187452cb9d2ad83

Role for creating LXC containers. This role has been setup for use in OpenStack. This role will create several directories on the LXC host for use in bind mounted storage within the container.
