Currently we update HEAD date for each SHA, which makes it hard to track what exactly has been updated. From now on we will be updating dat only at beginning of the file which improves review experience and show real changes to SHAs. Change-Id: I2528d7b624b72674f9dcb953a5b25ec5ca48232a
