Dmitriy Rabotyagov 3590e1ef68 Add CI jobs for Ceph on Ubuntu 24.04 ...

At the moment there are no community repositories for Ubuntu 24.04,
so we have to rely on distro-provided repository or uca as a source
for both ceph and ceph client.

As no selection of versions is available for Noble, we document that
in a support matrix.
