Dmitriy Rabotyagov 385e17a690 Do not enable ebtables on modern kernels ...

On kernel 6.12 which is shipped with CentOS Stream 10, ebtables
is provided as kernel plugin, not loadable module.

Thus, we should avoid attempts to load it as a module.
