Major Hayden 4fcc48b961 Auto-enable heat cinder backup functionality 
This patch automatically enables heat's cinder backup functionality
if cinder's backup service is enabled.

This patch depends on a patch applied to the `os_heat` role (see
Depends-on below).

OpenStack-Ansible

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
