Jonathan Rosser 5910a88c95 Always use on-disk openstack service git repos in CI jobs
This is not dependant on if we are running a regular or an upgrade
job. Move the code to a more logical location.

OpenStack-Ansible

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
