Setuptools is being relied by some modules and distutils are expected to be present in ansible venv. In case of molecule - this venv is provisioned by tox, meaning we should be adding a requirement to test-requirements. Change-Id: If90b91404b9d12fc0c6c93460fc059afc6581739
