Jean-Philippe Evrard ba6a3ed899 Use Ansible 2.4
This bumps the ansible version to 2.4, and ensures the user can
still override its group/host vars.

This also moves the group/host vars directly in the inventory
tree, to be closer to what the standard expectations of ansible
are.
