Jesse Pretorius 0c2a7eba9d Add missing zuul v3 job definition ...

The previous patches to add tests to this repo for this
branch left out the actual job definition, resulting in
no tests being run for this repository.

This patch implements the job to ensure that tests are
run as they were before with jenkins.
