Alexandra Settle df1bd3b6e0 [ops-guide] Adding new content to guide 
This patch is to simply create the ToC in the draft folder and to
add pre-existing content. Edits will come later. Please review
based on structure only.

OpenStack-Ansible

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.

For those looking to test OpenStack-Ansible using an All-In-One (AIO) build, please see the Quick Start guide.
