We should also cover nova metadata endpoint with SSL in case haproxy_ssl_all_vips is set to true. This also places nova_metadata_* variables under correct scope, since the only place they are used is neutron hosts Change-Id: Ie05e07624b204c92f02e05d6d8c8d02ab8ff9008
