Jesse Pretorius fcbb63dc88 Improve get-pip.py reliability
Currently the output from curl is redirected to a file,
regardless of whether the request succeeded or not.

This patch adds:

--output
to direct the output to a file without using bash
redirection

--fail
to ensure that curl returns a non-zero error code if
the request returns a 503

OpenStack-Ansible

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
