Jesse Pretorius ff907e177b Remove broken uptime tests during upgrade
The uptime tests during upgrades have not been
working for some time, and we really need a better
way to implement them anyway.

To at least allow upgrade tests to work without
their interference, we remove the scripts and
implementation.
