[install-guide] fix command to create subnetworks
This solves the following issue when calling the command to create a subnetwork: Invalid values_specs NETWORK_CIDR Partially implements bp installguide-kilo. Change-Id: If9df69ce4b2d3c608aeab34410df4846357dc666
