Removes 404 links in ja landing page

Japanese landing page had translated ops-guide
and user-guide links but the two guides were removed
from openstack-manuals repository as the result of
I1ca840909438521d0d1da3469f7fa3f2927a6225 and
I7005b4288b94e755f406fd6a8e3273265b643042 .
