Add Meiji to glossary

Browse Source 
Update glossary with Meiji as next release name.
Criteria for the release name was "locations in Tokyo" and thus it's
named after Meiji park and/or Meiji shrine.

Update Liberty to change tense to past tense.
Update Release name list.
