Document 'allow' clause in /etc/chrony.conf

Without the 'allow' clause in /etc/chrony.conf, systems can't
use the controller for time synchronization. This patch adds
documentation of the 'allow' clause to the liberty install guide.

Closes-Bug: #1501700
