[network-guide] Update legacy OVS scenario
Update legacy OVS scenario as follows: 1) Rename scenario file and adjust title accordingly. 2) Add traffic flow case for instances on same network. 3) Clarify existing traffic flow cases. 4) Add kernel configuration to network and compute nodes. 5) Remove extraneous configuration options from network and compute nodes. 6) Add validation steps for floating IP address. 7) Replace tenant with project.
