The useful content in the user guide is all being moved to
project-specific docsets. We can remove the guide here, and replace it
with a /user/ landing page that provides links to all of the known user
guides for services and clients.

Update the instructions to indicate which guides are no longer
maintained by the docs team and how those docs are handled instead.
Explain the data input to the www-generator.py tool
Update the release instructions to explain how to update the templated
portion of the site.

Since newton rename the Installation Guide to Installation Tutorials
and Guides, so this patch use the new name in contributor guide
for cleanup.

Working from the Newton docs deliverables list from the Austin Summit:
* Who should follow this guide?
* Introduction of a minimal review time?
* Section about contribution recommendations: what devs should
contribute, review expectations of docs, expected turn-around time, etc.
* How to deprecate/remove docs?
* Also define which are continuous-release, versioned, etc.
