Carl Baldwin e0e54adcde Fix policy.json from Nova

Nova has removed this file in I23c934d2b610a451d6ebbd4276721c455365cedc
from master which breaks the build.

Generate the file manually in nova using "tox -e genpolicy"
and include it. Note that this also renames
policy.json to policy.yaml. Rename reference to it as well.
