Jens Harbott 49457f47ed Fix etcd setup on Ubuntu 18.04
The etcd service is enabled by default on Ubuntu 18.04, so it is already
running after installing the package. We need to restart the service
instead of only starting it in order to pick up our new configuration.

Etcd for Ubuntu
===============
OpenStack services may use Etcd, a distributed reliable key-value store
for distributed key locking, storing configuration, keeping track of service
live-ness and other scenarios.
The etcd service runs on the controller node.
Install and configure components
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
#. Install the ``etcd`` package:
.. code-block:: console
# apt install etcd
.. note::
As of Ubuntu 18.04, the ``etcd`` package is no longer
available from the default repository. To install successfully,
enable the ``Universe`` repository on Ubuntu.
#. Edit the ``/etc/default/etcd`` file and set the ``ETCD_INITIAL_CLUSTER``,
``ETCD_INITIAL_ADVERTISE_PEER_URLS``, ``ETCD_ADVERTISE_CLIENT_URLS``,
``ETCD_LISTEN_CLIENT_URLS`` to the management IP address of the
controller node to enable access by other nodes via the management
network:

Finalize installation

#. Enable and restart the etcd service:
