qiaomin 257b2fa1b2 [config-reference] Use newton title for install guide to replace mitaka

Since newton rename the "Installation Guide" to "Installation Tutorials
and Guides", so this patch use the new title in config reference
for cleanup.

The Orchestration service is designed to manage the lifecycle of infrastructure and applications within OpenStack clouds. Its various agents and services are configured in the /etc/heat/heat.conf file.
