Jeffrey Olsen 1f9fe15661 Correct Link to Launch Instances in Dashboard in Cloud Administrator Guide 
In the Admin Guide for Cloud, under the Dashboard subcategory, the link
used as a reference to launch instances with the dashboard does not point
to the correct section in the End-User Guide.

This fix will update the current link to point to the correct section in
the End-User Guide.

Dashboard

The OpenStack dashboard is a web-based interface that allows you to manage OpenStack resources and services. The dashboard allows you to interact with the OpenStack Compute cloud controller using the OpenStack APIs. For more information about installing and configuring the dashboard, see the OpenStack Installation Guide for your operating system.
