* Update nova-specs from branch 'master'
  to 680f3ef17a41222eaa4f69063bc7221cf104db6a
  - Merge "Re-propose specs for ephemeral encryption"
  - Re-propose specs for ephemeral encryption
    
    The driver agnostic spec is updated to include proposed REST API
    changes and default behavior for snapshots of encrypted disks.
    
    More detail about the key manager service is also added.
    
    The libvirt driver spec is updated to add
    ``backing_encryption_secret_uuid`` to the ``disk_info`` dict.
