Update git submodules

* Update watcher-tempest-plugin from branch 'master'
  to 01ab036562b346bf2a558d96308c7e2d24f65f57
  - Add stable/zed jobs on master gate
    
    As zed is released, we should add its job on master
    gate to keep branchless tempest plugins compatible
    to stable branch.
    
    Also fixing the zuul config error.
