* Update blazar-tempest-plugin from branch 'master'
  to a834e47ef252750ca5e8e4b6bd1233fcaafa4322
  - Update stable branch jobs
    
    Add new stable/2025.1 job, remove EOL stable/2023.2,
    and Jammy testing is not needed in 2025.2 release.
