improve the EP-FILTER catalog length check in test_v3.py

Use matcher.HasLength to do EP-FILTER catalog length check in
test_v3.py. There are two reason to do this:
1. Currrently, we check more than but not equal, this may cover bug
2. When test fails, it just give an useless message:
   AssertionError: False is not true
