* Update charm-openstack-dashboard from branch 'master'
  to 9b50797d4924320f60626944ab3ec2650bd1be59
  - Merge "Change flag for enabling secure cookies"
  - Change flag for enabling secure cookies
    
    Secure cookies where enabled on the local_settings.py template by the
    flag ssl_configured that was not set anywhere. Setting now that flag on
    the ApacheSSLContext class.
    
    Closes-Bug: #2118778
